Main Purpose and Function
Business Analysts in the Business Planning and Project Support office (BPPS) are responsible for leading and/or supporting a range of projects that involve objective and comprehensive business analytics, data analysis, research, business process reviews/re-engineering and management reporting, and for providing recommendations based on this work.

The work of BPPS Business Analysts supports management decisions concerning ongoing operations and/or issues/opportunities related to a specific project, which can be very significant in terms of financial implications and risk. Most of the BPPS Business Analysts’ projects result in new, expanded or improved lines of City services, and some involve capital or technology investments.

Business Analysts support and monitor the implementation of high profile initiatives, which will involve collaborating with internal City staff and external partner organizations, and providing exceptional customer services to our diverse community.

In addition to the regular duties of a BPPS Business Analyst, these positions will support the City’s work in Chinatown, including support for community engagement out of the City’s satellite office in Chinatown.

Specific Duties & Responsibilities
Business Analysts are expected to support BPPS Strategic Business Advisory and Project Management Team members on a number of projects concurrently, with a wide range of contributions. Specific duties and responsibilities on any given project will include some or all of the following:

  • Project support. Undertake various tasks to support project work components such as public or stakeholder consultation, developing reports or presentations to City Council, and/or managing external consultants.
  • Business analytics. Produce thoughtful and systematic analysis to support key decisions concerning the management and delivery of City services.
  • Data analysis. Support project team members and management in effectively using metrics, financial information, quantitative data and/or qualitative information to understand the City’s businesses, to identify issues and opportunities, and to inform operational and project-related decision-making.
  • Community liaison. Act as a liaison between our organization and community stakeholders, gathering feedback and insights to inform business decisions and improve the overall customer experience.
  • Research. Efficiently undertake research related to a specific management or project-related question, e.g., peer surveys, best practices, recommended standards, and key performance indicators.
  • Business process reviews/re-engineering. Lead business process reviews to document current-state business processes; use analytics such as value stream mapping, fit/gap, workflow and metrics analysis to develop recommendations for improvement and identify associated implications; contribute to the development of implementation plan for recommended changes; and develop succinct and meaningful reporting that allows management to track over time the progress of business process changes against stated objectives.
  • Implementation. Lead or support the implementation of projects and initiatives, ensuring the successful execution within established timelines, constraints and budget.
  • Reporting. Synthesize and consolidate complex information into succinct and meaningful written and verbal management reporting, leveraging productivity tools such as Word, Excel and Powerpoint.
  • Community support. These positions will also provide support for individuals accessing the Chinatown Satellite Office.

 

Qualifications
Education and experience

  • A bachelor’s degree in Business Management, Commerce, Public Policy, Economics or a related area.
  • Demonstrated training in analytics, quality improvement tools, techniques and methodologies, with certifications such as International Institute of Business Analysis or Lean Six Sigma to be considered an asset.
  • A minimum of five years’ experience in a position with primary responsibility for undertaking business analytics, data analysis, research, business process reviews/re-engineering and management reporting to support complex and multi-faceted business, operations and/or service delivery projects, to include experience working directly with and/or reporting to senior management in a large organisation.
  • Work experience in a management consulting or business advisory firm, and/or a large, complex multi-stakeholder organisation to be considered an asset.
  • Experience in customer service an asset.
  • Experience in stakeholder or community engagement an asset.

Knowledge, skills and abilities

  • Strategic problem solver. An analytical thinker who can systematically frame and analyse an issue, opportunity or policy problem, and think innovatively to arrive at a solution that is supported by a balance of facts and good judgment.
  • Very organised. Excellent organisational skills, with the ability to concurrently manage multiple tasks and competing priorities in a fast-paced, dynamic environment.
  • A strong researcher. Resourceful and efficient when it comes to researching a topic, and distilling research results into meaningful and useful data and/or information.
  • Detail-oriented. Ability to focus on the details without losing sight of the big picture.
  • Objective. Comfortable approaching problem-solving objectively with professional judgement.
  • A great communicator. The ability to present analyses and solutions in clear and compelling terms, via superior written communication, verbal communication and presentation skills, and especially the ability to create effective and compelling PowerPoint presentations and written reports.
  • Bilingual. Fluent in English and professional working proficiency in Cantonese to effectively communicate with our diverse stakeholders and clients. Language abilities in Mandarin are an asset.
  • A people person. Good at developing and maintaining strong working relationships with technical, professional and operational staff working in a wide range of business and operational units, as well as with senior management.
  • Customer services. Possess strong customer service skills to ensure a client-centric approach.
  • Adaptable and resilient. Ability to operate at in a dynamic environment, manage multiple priorities, adapt to change, and support others in doing so.
  • Technology proficient. Great at using office productivity tools to effectively research, analyse and communicate.
  • A curious mind. An aptitude for and interest in learning about a wide variety of topics.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
